  Q: Is the CHSC a government organization?
  Ans: No. The CHSC is a Consultative Committee appointed by the Permanent Secretary for Education. The Secretariat has been arranged by the Education Bureau to provide secretariat support for the CHSC. Other than one officio-member from the EDB, other appointed members of the CHSC are parents, educators and professionals. All of them are are volunteers.
  Q: Is the Parent-Teacher Association (PTA) put under the supervision of the CHSC?
  Ans:

No. Every PTA is an independent body.

  Q: Is it necessary to make an application to the CHSC prior to the setting up of a PTA in school?
  Ans:

No. It is optional for a PTA to be established as an organization in accordance with either Societies Ordinance or Companies Ordinance. It is not necessary for PTAs to apply to the CHSC for their setting up.

  Q: Is there any subsidy from the Government to run a PTA?
  Ans: Yes. In each school year, the Government will allocate subsidy to be disbursed to the PTAs for their annual recurrent expenses and activities. Normally, PTAs will be invited via schools to apply for the subsidy before the end of school year. The subsidy will be allocated to the successful applicants at the beginning of the following school year.
  Q: Will the Account Book of the PTA be audited by the CHSC?
  Ans:

No. The CHSC will only check the activity reports and copies of receipts of the activities subsidized under the Project Grants allocation exercise. The PTA will have to arrange the refunding of the unexpended subsidy back to the Government, if applicable.

  Q: Where to get <<The PTA Handbook>>?
  Ans: A limited supply of the PTA Handbook can be obtained free of charge from the Secretariat of the CHSC upon a written request from either the School Head or the Chairperson of the PTA.
  Q: Do we have to follow strictly the suggested steps stated in <<The PTA Handbook>> in the setting up of a PTA?
  Ans:

No. Please treat <<The PTA Handbook>> only as a reference. PTAs are free to draw up their own Constitution / Memorandum and Articles of Association to fit the needs and situation of their schools. Please note that the Constitution / Memorandum and Articles of Association must have the endorsement of the PTA members at their general meetings.

  Q: How can parents borrow the resources from the Parents' Centre?
  Ans:

The Parents' Centre has been closed w.e.f.31 March 2006. It has been subsumed under the Central Resources Centre (CRC) located at Podium Floor, West Block, in the Kowloon Tong Education Services Centre at 19 Suffolk Road, Kowloon Tong. The service of the CRC has commenced w.e.f.2.5.2006. Its enquiry telephone number is 3698 4437.
